About US:
The Public Procurement and Disposal of Public Assets Authority (PPDA) is established under the PPDA Act No.1 of 2003 to develop standards and regulate procurement and disposal practices in respect of all Procuring and Disposing Entities which include Central Government Ministries and Departments, Local Governments, State Enterprises, Constitutional and Statutory Bodies and post primary training institutions.

Job Summary: The Manager Finance and Administration will oversee the Authority’s financial and Administrative resources to ensure they are adequate, well managed and adequately absorbed for effective implementation of the planned activities.

Key Duties and Responsibilities:
Take the lead in coordinating the development of the Authority’s budget ensuring that directorate work plans are accurate and strategically aligned to the strategy that will result in quality implementation and full budget absorption.
Actively participate in the update of Program Budgeting System (PBS) and preparation of Budget Framework paper (BFP) and Ministerial Policy Statement (MPS) to ensure that accurate data is loaded in Integrated Financial Management System (IFMS) resulting in release of funds to the Authority enabling implementation of strategic activities.
Assist the Director Operations in managing the revenue management process by ensuring that the Accounting warrant is completed accurately and timely for availability of funds.
Ensure that the payment process is accurate and that payments are being made for planned activities:
Develop, and monitor reporting systems procedures and guidelines to ensure compliance with the Ministry of Finance Planning and Economic Development and other stakeholders’ requirements and provide information to guide decision-making processes and meet statutory (Government) requirements.
Lead the Finance and Administration units, in a manner that empowers them to deliver excellent customer service and high standards within the allocated budgets

Qualifications, Skills and Experience:
The applicant must hold an Honours Degree in Commerce (Accounting) / Business Administration (Accounting) and related field
Masters in the above or related fields
Membership of ICPAU, CPA (KENYA), ACCA or any other relevant professional body
Credits in both Mathematics and English at O’ Level.
Five years’ experience in public sector financial management with at least 3 years managing teams/ head of a unit
Knowledge in Uganda Public Finance Management Act 2015
Managing Grants and knowledge of donor funding rules & regulations
Working knowledge of accounting packages and Ms Office
