Vaccines Program

Vaccination is widely acknowledged as one of the most cost-effective and focused disease interventions. In addition, the unprecedented wave of new vaccines expected over the next decade has the potential to dramatically reduce the global burden of disease.

In 2013, CHAI launched a new vaccine program in Uganda to apply the expertise it has developed through global and other country vaccine teams to the Immunization landscape in Uganda. The CHAI Uganda team works closely with the Ugandan National Extended Programme on Immunization (UNEPI) within the Ministry of Health and the national medical logistics provider, National Medical Stores; across four main focus areas which include improving management effectiveness and efficiency in the program management structure and approach within UNEPI, drive cold chain expansion and improvement, enhance forecasting, procurement and stock management processes and facilitate new vaccines introduction.

Position Overview

The Technical Advisor, Vaccines will be responsible for providing technical advisory support to UNEPI, working closely with the UNEPI Program Manager, to execute activities against set goals and targets in a timely and efficient manner. This work will require close collaboration with other UNEPI partners in the Immunization space. The Technical Advisor will be based at the Ministry of Health, UNEPI office but will spend ~ 25% of their time travelling to implement and monitor key program activities. We are seeking an individual with proven problem solving skills, a practical detail oriented approach and a strong track record of program implementation

Support and coordinate the immunization program annual work-planning processes, quarterly reviews and setting of targets for the comprehensive multiyear plan
Support updating of Immunization specific work-plans and follow up on documentation for executed activities per Immunization Specific Component/area (advocacy and social mobilization, surveillance, vaccines cold-chain and logistics, monitoring and evaluation, program management and service delivery)
Support budgeting and report writing for UNEPI activities including Joint Reporting Form, Annual Health sector reports, Joint Appraisal Report
Support UNEPI in writing proposals for new vaccine introductions and other sustainable immunization financing concepts
Participate in building capacity of health workers in knowledge and skills, developing / updating EPI standards, supervision, data
Support the functionality Immunization Interagency Coordination Committee secretariat in conducting effective meetings and documentation of resolutions
Support review of district immunization performance and ensure an active feedback mechanism between the central and district level
Any other responsibilities as needed

Qualification and Skills Required:

Degree in Medicine required. Masters’ Degree in Public Health is an added advantage
3-5 years of work experience in a demanding results driven environment, preferably in the public sector and /or with Ministry of Health, with increasing levels of responsibility
Strong process management skills, high level of organization and good attention to detail
Demonstrated experience in designing and delivering of capacity building interventions for health care workers
Strong analytic skills with proficiency in Microsoft Office suite – Excel, Powerpoint and Word
A flexible, entrepreneurial and output-focused mindset, with strong self-motivation
Demonstrated success in senior stakeholder management, coordinating partners and ability to build relationships with senior stakeholders and quickly demonstrate credibility
Ability to independently develop, push forward and execute a coherent programmatic strategy amidst substantial ambiguity and changing circumstances
Excellent communication and presentation skills
Exceptional time-management, with an ability to manage multiple tasks under tight deadlines
Strong process management skills, high level of organization and good attention to detail
Ability to work proactively within a context of ambiguity and to remain focused on impact
