Director (Operations and Business Development) – Kampala – Uganda Free Zones Authority

About US:
The Uganda Free Zones Authority is mandated to establish, develop, manage, market, maintain, supervise, control and to provide for other related matters of Free Zones in Uganda, as outlined in section 13 sub-section 1 to 2 of the Free Zones Act, 2014.

Job Summary: The Director (Operations and Business Development) will support the Authority through the stimulating and leading key stakeholders in creating a competitive business environment, while ensuring that Developers can implement their projects in the best conditions and in a manner that suits their needs.

Key Duties and Responsibilities:
· Ensure investors can secure necessary authorizations, services, partners in a speedy and professional manner in order to implement and operate their licensed/registered projects within Free Zones;
· Cultivate superior understanding of the needs of all elements for the promotion of Free Zones in Uganda;
· Identify and present technical advice on the declaration of any building or area of land in Uganda as a free zone;
· The incumbent will advocate for policies and analyse the impact of policies made by the Government, multilateral institutions among others on the Free Zones programme;
· Co-ordinate research and development activities and sharing of information with other competent Authorities;
· Oversee the marketing of Free Zones opportunities in Uganda;
· Actively monitor and supervise the activities of Operators in Free Zones to ensure that their operations are within the approved scope;
· Ensure the proper management of security within the Free Zones;
· Prepare and submit the free zones annual report accounting for all Free Zones activities;
· The incumbent will also design Master Plans for Free Zones in Uganda and spearhead the process for obtaining Cadastral Maps for proposed Free Zone sites;
· Actively promote and co-ordinate investment, mobilisation of resources for developing Free Zones and the formulation of market strategies:
· Guide the preparation of comprehensive operational guidelines, Manuals and Regulations;
· Ensure environmental and social impact assessment is done on proposed Free Zone sites;
· Develop, implement and maintain internal Free Zone operating procedures;
· Coordinate the provision of infrastructure and support services within Free Zones.
· Carry out any other duties assigned from time to time by the Executive Director

Qualifications, Skills and Experience:
· The ideal candidate should preferably hold a Master’s degree in Economics, Business Administration, Civil Engineering, Project Management, or any related field from a reputable University.
· Possession of an honours Bachelor’s degree in Economics, Business Administration, Civil Engineering, Urban Planning or a related field.
· The applicant should preferably be registered with a professional body
· At least seven years’ experience in a managerial position with a reputable organisation;
· Good project planning and management skills
· Previous exposure and experience in the business application of import/export regulations and the ability to identify and solve significant Customs issues;.
· Skills in writing proposals and grant applications to solicit funds from various development partners to support the Activities of the Authority;
· Excellent analytical and problem solving skills;
· Excellent written and verbal communication skills;
· Ability to develop strong internal and external working relationships at all levels;
· Good team building skills;
· Self-motivation and capability to work under tight deadlines in a competitive environment
· Excellent interpersonal skills
· Excellent communication skills
· Impeccable level of integrity
· Keen attention to detail;
· Age: Between 35 – 55 years old
