Operations Coordinator – Kampala – International Rescue Committee

The IRC has been working in Uganda since 1998. The current program portfolio in Uganda includes health, peace building, gender-based violence, economic recovery and agribusiness, and children & youth.

Scope of work
The Operations Coordinator is responsible for overseeing the country program’s critical support functions (Supply Chain, Administration, IT and HR) ensuring that all the necessary systems, policies and procedures are up to date, rolled out, understood, and implemented in all locations. S/he is a member of the country senior management team, reports to the Country Director and supervises and Oversees Operation staff at Kampala and Field sites.
The position is based in Kampala but will require regular travel to IRC’s field sites (at least 50% of time).

Specific Responsibilities
Policy & Procedures
• Implement IRC operational policies at a national level, working in collaboration with the Regional Operation Directors.
• Improve the operational systems, processes and policies in support of IRC Uganda mission – specifically, support better management reporting, information flow and management, business process and organizational planning.
• Work closely with field coordinators and other senior staff to ensure that all operations policies are understood and enforced.
Security
• Develop and continually update written security procedures and protocols
• Train staff where necessary in safety and security procedures and protocols
• Liaise with UN and international agencies on security matters when required
• Design/conduct training based upon security “best procedures” for staff

Budget & Finance
• Produce content for new budgets covering operational requirements and provide advice on procurement related budgeting.
• Maintain close working relations with the Finance Controller to ensure full and coordinated support to operations.
• Manage the Operations budget in coordination with the Country Director.

Management & Operations
• Manage and increase the effectiveness and efficiency of Support Services (HR/Administration, Supply Chain, IT,), through improvements to each function as well as coordination and communication between support and business functions.
• Play a significant role in long-term planning, including an initiative geared toward operational excellence.
• Coordinate, manage and be accountable for the efficient supply and logistics support to IRC operations, including the procurement, receipt, storage and issue of supplies and equipment according to IRC and donor policy.
• Ensure management of the vehicle fleet, including safety, maintenance, fuel and consumables monitoring and the management of drivers according to IRC policy.
• Ensure management, tracking, maintenance and reporting of IRC fixed assets (non-expendable property) according to IRC policy
• Ensure the routine maintenance and repair of IRC office and domestic facilities.
• Ensure compliance to local labor laws.
• Liaise with IRC NY, UN, NGOs and government agencies in all operational matters

Staff Supervision & Capacity Building
• Supervise, directly or indirectly, all IRC operations staff based in Kampala; provide technical oversight of operations staff based in the field offices
• Directly supervise Operation Officer, Kiryandongo and ensure that field Office operates in accordance with IRC’s Finance, HR, Admin, Supply Chain, Safety and Security policies and procedures.
• Ensure the professional development of operations managers and officers.
• Coordinate and advise on Operation issues with IRC Program Coordinators / Managers and Field Coordinators.
• Ensure that operational staff have annual performance plans that are evaluated each year, and that staff receive effective capacity building and training support.
• Ensure that the recruitment process is efficient and transparent.
• Participate in periodic reviews of national staff salaries and benefits.
• Focal point person for the implementation the IRC code of conduct.
Person Requirements
• University Degree or technical training in logistics, business management or a related field.
• Minimum Five years’ experience in managing operations in an international environment, with at least 3 in a management role.
• Excellent interpersonal skills and a collaborative management style.
• A demonstrated commitment to high professional ethical standards and a diverse workplace
• Strong supervisory and inter-personal skills.
• Computer competency with word processing, spreadsheets and databases.
• Strong negotiation skills.
