Project Manager – Humanitarian Initiative Just Relief Aid

Humanitarian Initiative Just Relief Aid (HIJRA) is an international African humanitarian and development organization that positively contributes towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn, East & Central Africa by implementing WASH, Health, Education, Livelihoods, Community service & development and Protection programs in the region for a period of more than 20 years.

About UNHCR Project:
HIJRA with funding from the UNHCR in Uganda is implementing a multi-Sectoral Program for refugees Oruchinga settlement (Isingiro District) and transit centers in Kisoro and Bundibugyo districts.

Key Duties and Responsibilities:
1. Administration/Finance:
· Carry out and render support in budgeting and planning as well as procurement activities, financial management, monitoring and technical financial reporting in accordance with donor requirement in line with the joint HIJRA strategy in collaboration with partners and local stakeholders and in constant coordination with the Country Program Manager.
· The incumbent will ensure proper management of the start-up phase of the project and all subsequent stages including logistical and procedural aspect;
· The job holder will provide support in various human resource functions such as resourcing, performance management, capacity building, leave management and welfare.
· Build and strengthen working relationships and develop networks with the major governmental institutions, local authorities and other actors that play a key- role within the projects intervention areas.
· Ensure the development and maintenance of good relationships with partners, the local staff, donors, beneficiaries and local authorities;
· The incumbent will observe the main internal management procedures, monitoring and evaluation in accordance with quality management systems of HIJRA and UNHCR and other donors regulations and standards;
· Ensure compliance with all HIJRA policies and procedures.
2. Programme:
· The incumbent will manage the assigned project to ensure it meets the project objectives within budget and allotted time frame.
· Provide strong leadership of the signed project (s), working to ensure both short/long- term positive impacts and outcomes for beneficiaries, local authorities (where applicable) and local staff.
· Organize regular staff meetings to ensure awareness of project objectives, and opportunity for feedback.
· Provide staff coaching and technical supervision to develop ownership/responsibility for activities.
· Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned HIJRA team, CPM and other relevant stakeholders with the objective of ensuring good cooperation and partnerships.
· Actively participate in coordination meetings and other working groups or meetings as required, representing HIJRA and provide feedback to the staff and field on relevant issues.
· Prepare and submit periodic field reports to ensure that they are sent to partners as may be agreed upon.
· Perform any other duties assigned by the supervisor

Qualifications, Skills and Experience:
· The ideal candidate for the UNHCR Project Manager should hold a relevant Bachelor’s degree and related experience
· Excellent communication skills
· Possess the ability to plan ahead and meet deadlines
· Knowledge of UNHCR reporting is desired
· Mature Individual with leadership qualities
· Personal commitment and drive for results, and adaptability in the workplace;
· Possess the ability to work long hours under difficult conditions while maintaining security awareness;
· Strong written and spoken communication skills, in English
