About URC ASSIST Project:
The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is Quality and Performance Institute’s leading project that is dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies. The project carries on the work of the USAID Health Care Improvement Project and is focused on building the capacity of host country providers and managers to apply modern quality improvement methods, make essential services accessible to all who need them, and ensure that care is delivered in compliance with standards and client needs, for every client, every time. An important global objective of the ASSIST Project is knowledge management: to facilitate documentation and sharing of evidence for improvement of specific care processes, based on the work of individual QI teams, large-scale improvement efforts, and/or research, and to make this information readily available through Web technology. It is being implemented by University Research co., LLC (URC).

Job Summary: The Technical Officer – MNCH & Family Planning will effectively plan and implement activities to improve the quality of Maternal, Newborn and Child Health (MNCH) services at USAID ASSIST Uganda supported sites in collaboration with other USG implementing partners.

Key Duties and Responsibilities:
· The incumbent will also build technical competencies of facility health care providers in maternal, new born and child health services including family planning services through trainings, onsite mentorships and peer to peer learning meetings.
· Develop and timely submit work plans and budgets for all assigned MNCH activities at least quarterly
· Regularly review and improve technical strategies employed in MNCH to ensure the USAID ASSIST project work plan is adhered to and implemented with measurable success.
· Ensure the timely writing and submission of quality and accurate MNCH reports quarterly, bi­weekly, and at all other requested times.
· The incumbent will also develop and sustain a pool of regional and district coaches with required technical competencies.
· Develop and implement a spread plan to ensure learning from demonstration collaborative (e.g. the SMGL) become the standard of care at all USAID ASSIST MNCH supported sites
· Ensure that cross-cutting themes like gender and health workforce development are well integrated into the MNCH plans
· In collaboration with the KM staff, lead the process of documenting best practices in form of case studies, success stories, abstracts, video clips in addition to the routine bi-weekly updates, quarterly and annual reports.
· Work closely with the Monitoring and Evaluation team to ensure that data collected is accurate, valid, captures process and outcome indicators.
· Perform any other duties assigned by the supervisor

Qualifications, Skills and Experience:
· The applicant must hold Bachelor’s Degrees in Medicine and surgery with a background in obstetrics and gynecology or Pediatrics.
· A minimum of three years’ work experience in MNCH gained through serving within a government institution or NGO with proven ability to coordinate activities of different stakeholders at district and or sub national level
· Possession of a valid registration certificate from the Uganda Medical and Dental Practitioners Council.
· Excellent communication and interpersonal skills is a must.
· Past exposure and experience in providing clinical training to service providers and other stake holders.
· Ability and willingness to travel within the supported districts.
· Good leadership and team building skills.

NB: For this position, we are looking to hire Two candidates with Obstetrics and gynecology background and One with Pediatrics background. Only candidates who are eligible to work in Uganda for an indefinite period without a need for sponsorship will be considered for this position.
