Finance and Grants Officer – RTI International – Kampala

Job Summary:
The Finance and Grants Officer will provide administrative, financial, and technical assistance, support and review of all financial awards generated by the USAID/Uganda Act to End NTDs East (the Project). The incumbent will work with the finance and program team to administer the awards in compliance with USAID policies and procedures, the project’s grants manual, operations manual, and relevant accounting principles. S/he will be responsible for reviewing and assessing sub-awardee financial and technical reports to ensure compliance. S/he will provide administrative support and engage in capacity building of sub-awardees. This position will work with and support the Finance & Grants Manager in the management of financial awards and subcontracts for local organizations and government structures, including the award proposal process. The Grants Officer will focus on financial and operational support to the sub¬awardees including review of monthly financial reports and the accompanying back-up including receipts, timesheets, and payment documents. Through this financial and operational support, the Finance & Grants Officer will help the sub-grantees to carry out their activities that create positive change in Act to End NTDs in targeted districts.

Key Duties and Responsibilities:
· Monthly Financial Reports: Analyze monthly financial reports of each sub-awardee including reviewing summary reports, checking the supporting documentation of each award report (invoices, receipts, quotations, timesheets, and other financial documentation), and analyzing the financial reports in relation to the supporting documentation. Reviews sub-awardee financial expenditure reports for accuracy and adherence to the award agreement, work plan, and budget.
· Financial Advances: Process and pay monthly sub-award financial advances in a timely fashion and in compliance with policy. Facilitates timely financial disbursements to sub-awardees. Tracks aging of advances and takes appropriate action.
· Budget Tracking: Verify that monthly spending and cumulative spending is consistent with the approved budget for each award; and confirming that the counterpart report complies with the general budget of the project. Support Finance &
· Grants Manager to routinely monitor and review sub-awardee progress in meeting targets and test documentation of expenditures while onsite.
· Financial Analysis, prevention of fraud and ensuring compliance: Comparing the technical narrative reports to the financial reports to identify issues related to planning, cost-effectiveness, efficiency or compliance. Screen monthly reports for any fraud or compliance issues and give written feedback to the Finance and Grants Manager.
· Support to Proposal Review: Under the leadership of the Finance & Grants Manager, the Finance & Grants Officer will review technical and financial proposals from potential local partners and provide support in the negotiation of annual budgets and the development of the negotiations memos and other essential documents of the awarding process. Support Finance & Grants Manager to review, negotiate, prepare, and complete sub-grantee cost proposals ensuring compliance with USAID and RTI International financial rules and regulations.
· Sub-grantee Files: Ensure well-organized and updated financial and operations files for each sub-awardee. Maintain financial management files for awards and ensure audit trail for all necessary grant documentation
· Bank Statement Reconciliation: Provide and reconcile award bank statements for each monthly and quarterly report.
· Capacity Building: Support improvement of sub-awardee financial capacity through regular coaching/mentoring.
· Identify gaps and needs of capacity building and system improvements with respect to financial management of donor funds.
· Provide technical assistance as required to build the financial and operations capacity of local partners and sub-grantees.
· Equipment and Asset Management: Work with the procurement and logistics specialist to verify equipment and assets onsite with sub-awardees and ensure that equipment and asset lists are complete. Ensure sub-awardee compliance to USAID rules and regulations and RTI International policy.
· Accounting and Finance Support: Provide accounting and finance support to grants through site visits and scheduled meetings; visit field sites on a regular basis to monitor financial-related activities.
· Site Visits: Perform site visits to sub-awardee offices in Kampala and in targeted districts for financial review, technical updates, operations support, and capacity building.

Qualifications, Skills and Experience:
· The ideal candidate for the RTI International Finance and Grants Officer job vacancy must hold a Master’s degree in Finance/Accounting; Business Administration and three years of experience or Bachelor’s Degree and 6 years of experience or equivalent combination of education and experience
· Knowledge of USAID rules and regulations related to subawards, grants, finance, and operations.
· Strong background in accounting and financial management.
· Understanding of RTI International policies and systems related to finance and grants management is an added advantage
· Ability to communicate effectively, both orally and in writing, is required to obtain and transmit information sub-grantees and other stakeholders.
· A very good knowledge of the concepts, principles, techniques, and practices of finance, grants, and operations.
· Availability to travel.
