Country Director – Dwelling Places (DP)

Job Summary:
The Country Director Uganda shall oversee, and take overall responsibility for, the operations of Dwelling Places in Uganda. This involves both a strong strategic outlook and the efficient coordination of day-to-day affairs. S/he shall act as the chief accounting officer of the organization.

Key Duties and Responsibilities:
Leadership:
The Country Director will be expected to provide strong leadership, chiefly:
At a strategic level – ensuring the maintenance and development of a coherent and realistic country program shared by all those involved with the organisation, and working to increase awareness of this program among relevant governmental and non-governmental organizations
At an operational level – ensuring the smooth and efficient coordination and management of all operations in the country, in such areas as logistics, child protection, finance and budgeting, policy, advocacy and diplomacy, liaisons and communications, capacity and, where appropriate, security
At a personal level – ensuring the shared vision and full motivation of both national and international staff, maintaining effective working relationships with other staff and ensuring proper understanding of the roles and responsibilities of each member of the team. The CD shall also be responsible for the hiring and firing of staff who are subordinate to the Deputy Directors.
The CD shall participate in the hiring but consult with the BOD when it comes to the firing of Deputy Directors. The CD shall appoint and delegate his/ her roles to any Deputy Director at his discretion whenever need arises. The CD will therefore be expected to mentor All Deputy Directors in his or her various roles.
Personnel
The Country Director is responsible for the health and welfare of staff including expatriate and local personnel and is empowered to use all available resources to promote their development in line with DP policy.
The responsibility for securing adequate qualified international staff to support DP Uganda Program is shared between the Country Director and The BOD representative.
The Country Director has overall responsibility for the preparation and implementation of in-country personnel policies in line with overall DP and government policy. The Country Director must ensure that all local staff contracts must:
Respect local labour laws.
Be consistent with DP policy.
Resource Management/Logistics
It is the responsibility of the Country Director to ensure that all available and appropriate resources are accessible.
Program development
The country director shall strive to identify opportunities for development of the local program, both in terms of structure and in terms of scope. This includes the performance of regular needs assessments as well as the maintenance of a suitable emergency preparedness scheme such as are bound to happen due to the nature of the DP target group of Dwelling places. He shall also be required to ensure the securing of adequate funding to meet the cost of development.
Monitoring and evaluation
The country director shall take responsibility for the maintenance of high standards on the mission: in personnel, through performance appraisal, staff development and structural improvements; in operations, through internal and external monitoring, review and evaluation, and the establishment of systems for such controls; and in strategy, through local negotiations, regular, documented forums for staff discussions, and policy dialogue with the senior management team i.e. the Deputy Directors of ; Child Protection, Education, Communications, Finance and Human Resource.
Finance and budgeting
The country director will generally be responsible for the overseeing of budget preparation and the keeping of expenditure within the parameters set by it, ensuring meanwhile regular and timely reporting of spending and planned spending to donors and relevant bodies. The CD shall also be signatory to the Dwelling Places accounts and the senior accounting officer to the BOD in Uganda.
The Country Director has ultimate accountability for all financial matters in the field and must review and approve the monthly management accounts.
Communications and Information Management
The country director takes an active role in communicating to the public, to donors, to local government, and to other local agencies the aims and achievements of the agency in that region. This involves the proactive identification of opportunities to advocate and disseminate the charity’s priorities and goals, and requires a flair for diplomacy and liaisons as well as advocacy itself.
The Country Director must be fully informed regarding the political, security and humanitarian conditions within the country.
The Country Director is responsible for ensuring staff have access to the appropriate resources and training to enable them to understand and adhere to staff security
Guidelines
The Country Director is accountable for ensuring that policies and guidelines related to safety and security are reviewed periodically and revised to reflect relevant changes in the operating environment.
The Country Director must work closely with the BOD representative when assessing the country security context and dealing with any potential threats to DP programs or staff.
Representation/Visibility
The Country Director has the responsibility and mandate to represent DP within Uganda, including Media and visibility.
The Country Director must ensure that there is appropriate liaison and negotiation with the relevant Government partners, regional and local authorities; donors, local agencies etc. at all levels of project implementation.
The Country Director has sole responsibility for dealing with the media / press in-country. All (political) statements to be issued, and/or policy positions, must be approved by The BOD through the BOD representative.
The Country Director has the responsibility to provide feedback to The BOD on the possible implications on program and staff security, of any comments or statements being prepared by The BOD in Uganda.
The Country Director is also responsible for ensuring that the visibility of DP is promoted appropriately at field level.

leading staff into transformation not just production
impacting their atmosphere through motivational leadership
Help staff see old things in new ways
Gaining a following because of who the CD is not because of the position he holds.
Liaison
As liaison officer, the CD shall be the person that liaises between the existing Directors of the International partners to communicate and coordinate their activities by serving as an official go-between for senior officials of Dwelling Places Uganda and other international Partners.

Qualifications, Skills and Experience:
The CD will be thoroughly committed to Dwelling Places’ Vision and mission. He/She should have proven leadership, coaching, and relationship management experience.
Specific requirements include:
Advanced degree, ideally an MBA, with at least 7 years’ of senior management experience;
Experience in transitional or emergency environments.
Experience in a senior position in the NGO environment, preferably in program management.
Strong track record of effectively leading regionally, nationally and international scaling a performance- and outcomes-based organization and staff; ability to point to specific examples of having developed and operationalized strategies that have taken an organization to the next stage of growth
Unwavering commitment to quality programs and data-driven program evaluation
Excellence in organizational management with the ability to coach staff, manage, and develop high-performance teams, set and achieve strategic objectives, and manage a budget
Previous experience in working with a Board of Directors with the ability to cultivate existing board member relationships
Strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders and cultures
Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills
Action-oriented, entrepreneurial, adaptable, and innovative approach to business planning
Ability to work effectively in collaboration with diverse groups of people
Passion, idealism, integrity, positive attitude, mission-driven, and self-directed
Proof of an ability to lead and motivate a team, strong interpersonal skills and a proven track record in the field of budgeting and risk reduction or security plan implementation.
Strong analytical and strategic skills.
Local knowledge through previous work in Uganda.
A specialisation appropriate to the particular needs of the situation.
Basic IT skills are generally essential.
Inter-cultural exposure both at local and international levels to deal with people from different cultures
