District Cluster Manager – AIDS Information Centre

Job Summary:
The District Cluster Manager is responsible for leading, managing and coordinating the planning, execution and implementation of programme strategies in the Project Cluster Districts. He will support a team of Technical and Administrative Officers and ensure the growth and development of household financial, human and social assets all geared at reducing the vulnerability of families infected and affected by HIV/AIDS and other adversities with an ultimate objective to empower the beneficiaries to make them self-reliant and able to provide for the essential needs and wellbeing of the children, youth and care givers and improve layering of health, HIV&AIDS access and uptake of services to achieve PEPFAR 95 95 95 goals.

Key Duties and Responsibilities:
Leadership and Administration
Take lead in planning and budgeting process for the Project implementation.
Ensure all planned activities are implemented as per the approved work plan and budget.
Responsible for strategic project management which includes effective planning, implementation documentation, monitoring, evaluation and progress reporting.
Provide overall leadership by coordinating timely quality quarterly and annual implementation plans and budgets.
Provide timely and proper communication and coordination amongst the partners and stakeholders by identifying capacity gaps and supporting their capacity development plans.
Provide leadership to the project team, including mentoring and coaching, to enhance staff and partner capacity for effective implementation of the project.
Ensure the creation, maintenance and update of all project activities.
Develop effective administrative, internal control, monitoring and evaluation systems and ensure their adherence.
Manage the compliance of Child Protection Policy and guidelines during the project implementation.
Programme Planning, Implementation and Budgeting
Oversee day-to-day implementation of all project activities, providing constructive supervision to the project team to implement, monitor, evaluate work plans.
Develop and schedule project activities in accordance with approved guidelines and funding limitations.
Support the field team in timely quality implementation, monitoring of the work plans and reporting ensuring that activities are in line with the project strategy, and reflect the commitments AIC made to the donor and the community.
Develop a schedule for reports and other end products of the proj ect and coordinate high quality execution of these product interventions.
Manage and monitor the project budget and provide timely accountability of the funds in line with accounting policies and procedures.
Manage project resources efficiently and effectively in accordance with AIC Uganda policies and guidelines and in accordance with grant conditions.
Lead the review of budget against actual expenditure on a monthly basis with the team, ensuring timely and accurate feedback to the Finance Department.
Ensure compliance with AIC and donor finance and logistics guideline, including all aspects of procurement and asset management.
Provide Technical lead in the implementation of the BETTER OUTCOMES Project.
Monitoring and Evaluation
Establish a mechanism for effective monitoring and evaluation for the project, ensuring that M&E activities are regularly carried out.
Support the Monitoring and Evaluation Coordinator to develop, adapt and implement appropriate M&E systems that enhance program effectiveness and quality.
Organize, document and maintain all project information, especially best practices, for accountability purposes, in order to have a well-articulated model of the programme.
Regularly monitor and support Field Programme team through regular Field Monitoring to ensure quality service delivery to community
Organize regular performance review meetings to assess progress, make decisions and communicate any changes in strategy with the key project stakeholders
Reporting and Documentation
Prepare and disseminate quality and timely project reports to management as per donor requirements and project monitoring and evaluation plan.
Prepare and submit timely progress reports on weekly, monthly, quarterly, Bi-annual and annual to the Programme Director on programme intervention.
Document the good practices and learning lessons for sharing across the organisation
Submit stories / articles, photos and any other publication on the project to the National Office for public relations, fundraising and / or any other purposes as may be required from time to time.
Networking and Partnership Development
Maintain strong partnership and collaboration with World Education/Bantwana in the implementation of this project.
Collaborate with community development structures, District Health System structures, other NGOs and government departments for effective service delivery to programme participants
Identify and explore opportunities for linking beneficiary groups to existing opportunities within area of operation that supports income growth.
Represent and link BETTER OUTCOMES project and the projects external partners, including government and other agencies/alliances at district.
People Management
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable team to successfully perform in their positions.
Supervise and mentor direct-report team, including communicating clear expectations, setting performance objectives, establishing a supportive environment while emphasizing accountability, providing regular and timely constructive performance feedback, and leading documented annual and semi-year performance reviews.
Participate in the recruitment, orientation, training and development of project co-workers in conjunction with the Human Resource Coordinator.
Ensure the Performance Management cycle is implemented and documented timely for all staff in the project and maintain motivation among staff.
Ensure all staff in the field site know and understand AIC Uganda HR Policies and the staff Code of Conduct.
Support field team in the implementation of personnel policies including coaching, performance evaluation, team development, and disciplinary measures.
Document and address breaches of policy and disciplinary issues in coordination with the HR Coordinator in a professional manner.
Regularly review and suggest staffing patters and capacity development of staff.

Qualifications, Skills and Experience:
The applicant must hold a Bachelor’s Degree in Social Science/development studies, community psychology and any related field including other relevant professional course from a recognized institution.
A post graduate Diploma in Project Management is an added advantage.
Five years’ experience in managing public funded projects with a reputable organization.
Proven experience working in the areas of, OVCs, youths, women’s rights and gender equality. Experience in implementing a USAID grant is an added advantage
Ability to work independently and show professional judgment in carrying out assigned task.
Ability to generate and interpret financial reports using excel
Knowledge of local languages of West Nile and Lango is an added advantage.
Ability to ride motorcycle and valid RIDING PERMIT is a MUST
Health/medical knowledge, with a bias in HIV/AIDS

Rights of people living with HIV/AIDS
The HIV/AIDS situation in Uganda and the rest of the world
Developments and trends in HIV/AIDS prevention and care in Uganda and globally
