Job Summary: The Head Resource Mobilization will provide overall leadership in the mobilisation of financial resources that support Uganda Health Marketing Group (UHMG) to realise its mission, goals, and objectives in line with its strategic plan for the five year period (2014-2019). The incumbent will strengthen relationships with funders and bring on board new partners, develop the resource mobilization strategy, and ensure sustainability of the organization.

Key Duties and Responsibilities:
Establishes a functional resources mobilisation system within UHMG that facilitates understanding of National and International health agenda (strategies/commitments/policies) so as to align financial resource mobilisation efforts to health needs.
Internally, the incumbent will mobilise and engage technical staff in the development process of concept proposals for sharing with potential donors, and responds to Request For Applications by writing grant-winning proposals.
Oversees the proposal writing processes
Offers timely technical support in marketing UHMG as a partner of choice among potential development partners, as well as private sector corporate entities through effective engagement and collaboration that is focused on raising financial resources for the organisation.
Develops and implements an engagement strategy for each donor or partner which in turn contributes to the development of an overall resource mobilisation strategy for UHMG.
Establishes a consultancy unit and manages donor relations by responding to donor requests in a timely manner, fulfils donor reporting requirements, as well as initiates and negotiates agreements and renewals with donors in liaison with the supervisor.

Steers the negotiation, drafting, and revision of agreements with donors, and monitors quality control during implementation;
Oversees the negotiation of mutually beneficial agreements, and monitors compliance with donor requirements, including donor reporting regulations;
Offers technical support to project managers to ensure all donor reports are submitted on time, and in accordance with donor requirements.
Maintains oversight for all donor-funded projects and supervises the management of donor contracts with UHMG in line with the UHMG strategy.
Mentors and supervises staff of the resource mobilisation unit by ensuring attainment of targets in financial resources mobilisation.
Supervises and manages the performance and development of staff in the department in line with the Organisation’s goals, objectives, policies and regulations.

Qualifications, Skills and Experience:
The ideal candidate will hold a post-graduate degree (Master’s Degree or higher) degree in Humanities, Social Sciences or a Health related discipline.
The applicant should be an enterprising person with at least five years’ demonstrable experience in using innovative ways of raising financial resources for organizations
Excellent proposal writing skills
Strong networking, negotiation, and engagement skills, with the ability to communicate effectively.
She or he will have exceptional leadership and interpersonal skills, as well as good analytical and marketing skills, and the ability to manage multiple priorities.
