CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability.

Background
CRS is leading a consortium of 8 implementing and technical partners to run a five-year USAID/FFP funded $35 million program called Nuyok to build resilience to shocks, enhance livelihoods and improve food security and nutrition for vulnerable rural families in three districts of Karamoja – Abim, Nakapiripirit and Napak – which are home to 406,880 people living in an estimated 58,126 households. Nuyok seeks to strengthen governance and gender equity, community capacity to manage shocks and stresses, traditional and diversified livelihood opportunities and nutrition and health (including improved water, sanitation and hygiene (WASH)) of pregnant and lactating women (PLW), adolescent girls and children under two years of age (CU2). At the end of the program, sustainable results will include empowered, resilient, healthy families; responsive, inclusive governance; and a vibrant private sector that engages smallholders at every level.

Job Summary:
You will support CRS and partner MEAL staff in their geospatial mapping and data visualization needs to support high-quality programs serving the poor and vulnerable. You will provide responsive, professional service and technical support to ensure efficient operation and use of the project database and information and communication (ICT) technologies.

Job Responsibilities:
• Support the development of data collection methodologies, processing and information management for the different project activities using ICT4D solutions;
• Provide ready access to data for real-time monitoring through data reports interfaced with dynamic graphics using cloud-based reporting tools and dynamic dashboards, to enable decision makers to produce evidence based reports;
• Produce informative and interactive project maps of high quality that highlight the geographic coverage and achievements of the different project interventions using approved mapping software;
• Build project-based staff capacity on data management and sharing protocols to ensure data privacy and data security standards are followed when collecting and disseminating information;
• Provide technical and troubleshooting support to project based staff using project promoted ICT4D solutions and project database;
• Document the best practices, lessons learned and innovations on the use of ICT4D solutions (mapping and data visualization) for project learning and knowledge management.
Typical Background, Experience & Requirements:
Education and Experience
• Bachelor’s Degree or equivalent experience in statistics, computer science, software engineering, information management, geo-information systems or related area;
• Minimum three years of progressive experience in database management working with humanitarian and development assistance, preferably with an international NGO;
• Experience in database management using Microsoft Access, SQL Server and Excel required;
• Experience in using mapping software such as ArcGIS is required;
• Experience in creating data visualization dashboards (e.g. Reporting services, Access, Zoho Reports, Dundas Dashboards, PowerBI);
• Has experience working with ICT4D in MEAL system (e.g. iFormBuilder) preferred;
• Proficiency in Microsoft Office suite (Word, Excel, PowerPoint and Outlook) required;

• Strong analytical skills with focus on detail
• Strong communication skills with the ability to communicate technical ideas and concerns in a non-technical manner
• Ability to work effectively under stressful conditions
• Demonstrated experience building ICT capacity with professional staff
• Proactive, resourceful and results-oriented
• Basic understanding of business analysis concepts and best practice

Required/Desired Language:
Fluency in oral and written English with ability to write technical reports required. Fluency in oral Karimojong preferred.
Required Travel:
Extensive travels within Karamoja; 40-50% within DFSA implementation areas

Supervision: Database Assistant
Internal: Learning Technical Manager, MEAL officers, Nuyok project staff and IT/GKIM staff.
External: Partner staff
